Professor Balagtas conducts research on the economics of agricultural markets, including domestic and international agricultural policy, poverty and food security, and industrial organization of agricultural markets. In 2011-12 he received a Fulbright Senior Scholar award to study the economics of rice markets as a Visiting Scholar at the International Rice Research Institute and Adjunct Professor at the University of the Philippines at Los Banos. His current work on rice markets touches on a range of issues relevant to food security and international development, including: the impact of recent commodity-market turmoil on the rural poor in Bangladesh; the use of on-farm grain storage and water markets in rural Bangladesh; the demand for rice in the Philippines; and the impact of national storage and trade policy on rice prices in the Philippines.

Professor Balagtas also conducts research on the economics of U.S. agricultural markets and policy, and has published numerous papers on U.S. dairy policy and the industrial organization of U.S. dairy markets.

Professor Balagtas holds a Ph.D. in Agricultural Economics from the University of California, Davis, an M.S. in Agricultural Economics from Iowa State University, and a B.A. in Economics from Miami University. He lives in West Lafayette with his wife, Arlene, and their three sons.
